DAP caught up by confusing stands on PORR

DAP opposed the PORR as part of its political stands in the last 2 general elections. After forming the government they are clamouring for the hastening of the project -which has been opposed by many residents. Where do they really stand? When I asked Ooi Wee Aik during his book launch he categoriocally stated that DAP opposed the PORR, in clear view of media, party supporters and members of the public. Now what tune is he singing? Can he explain the reasons for his change of stand?

I'm all for PORR project, says Law

DAP elected representatives hit back at former Gerakan's Batu Uban assemblyman Goh Kheng Sneah over comments that the state government had sent "confusing signals" over the shelved Penang Outer Ring Road (PORR) project.

Penang Tourism, Culture, Arts and Heritage Committee chairman Danny Law Heng Kiang said he was all for the project, provided several concerns were addressed.

"I tabled a motion in the state assembly in 2002 to postpone PORR as there were several concerns about the project. Firstly, there was no open tender and the selection of the company to build the road was not transparent.

"Secondly, we were against the (then) state government's plan to allow the acquisition of 202ha of land in the Gurney Drive area and its agreement to give 30.8ha of prime land in George Town for the project.

"We were also against the cross subsidy concept (that allowed the company to undertake property development on reclaimed land to fund the cost of road) as we felt the Federal Government had sufficient funds to build the road," Law said, adding that he had asked for a postponement and not cancellation of PORR.

He also said that DAP had been concerned about the proposed three toll gates on PORR as it felt it was the government's responsibility to provide transportation routes for the public.

Law, who was speaking at a press conference in Komtar yesterday, was commenting on Goh's allegations that DAP had been against the PORR project before taking office on March 8.

On Monday, Goh, who is also Gerakan Youth Small and Medium Industries (SMI) Bureau chairman, said the state government had an inconsistent stand on PORR by citing examples of Law's postponement motion and objections by Chief Minister Lim Guan Eng's political secretary Ng Wei Aik made in August 2007.

When contacted, Ng said he was against the proposed alignment and toll collection of PORR.

"The alignment was made without any public consultation and there were many reservations on the toll collection.

"I believe some aspects of PORR need to be abandoned to ensure that the road benefits all parties," said Ng, who is also the Komtar assemblyman.

1 - Do we really need this
1 - Do we really need this mega project?

2 - Y LGE is paranoid over losing these projects, as if his whole political dependent on it?

3 - Has LGE & Co run out of ideas to improve the public transportation and traffic management system in Penang by exhausting and exploring other ways and means?

4 - LGE is not a Penangite, as are many of his advisors. So isn't it wise for him to get public opinion b4 jumping up & down on loss of mega projects?

5 - I think LGE should seek the money that was supposedly alloted for Porr and monorail and re-channeled it to introduce tram buses, free city bus shuttle service, build link roads, not ring roads, to connect most roads across the state, mini buses or even 'Indian or Thai' auto services to improve public transportation.

6. Many housing areas, old and new, are not serviced by any public reliable, affordable and efficient public transport system. Why can't LGE government seek federal fund to improve the service in these areas.

7. I am not sure that DAP objected to Porr, but I am sure Danny Law proposed a ring road that connects Batu Maung to Batu Feringhi cutting the jungle and hilly terrains of the island, rather than houses.

8. LGE should stop getting emotional and euphoria when he touches on federal government and Petronas. It's no good to him, his government and the people of Penang.

9. The state government should form a permanent high powered public transport and traffic management commission, consisting people with brains, not just stupid fools from NGOs, to explore everything and anything to upgrade the travel operations in the state, to ensure it is smooth, hassle-less, traffic-less, cheap, reliable and right on time.

10. LGE & company must comprehend the fact that majority Penangites would not favour Porr or monorail if it does not improve the public transport and traffic management systems. So whether does the priority lies?

11. To operate a feasible, vibrant and efficient monorail system, you need nearly a million people using public transport. Penang island only has 800,000 and of it only 8 per cent uses public transport right now.

12. Perhaps Bus Pulau Pinang could do the trick, either as a company directly operating the service, or a consortium of companies controlling and scheduling the operations.

2. 全方位效率

▲确保表现不称职或触犯严重过失的市议员,通过投予不信任票或罢免的方式开除之。
▲不分种族委任具备能力及表现优秀者,担任槟州政府各部门与法定机构的领导人。
▲通过废除公务员种族比率固打制,让录取公务员及其升迁机会,以绩效作为评估标准。
▲通过民主方式,每年推选村长或乡村治安与发展委员会主席,或其他委员。
▲强化槟州政府的规范化管理及运作,成为国内首个获得ISO 9001国际认证的州政府。
3. 全民公正
▲通过立法禁止地方政府任意拆除所有宗教的祈祷或膜拜场所,反而提供土地在有需要之处增建新的回教堂、佛寺、神庙或兴都庙;同时阻止任何可加剧回教化的官方决策或民间的行动。
▲槟州设立全国首个跨宗教理事会,促进各宗教领袖与信徒之间的交流与沟通。
▲寻求联邦政府在槟州依人口需求,增建更多华小、泰小与国民型华文中学。
(B)从良好施政方针着手
4. 廉正与透明度
▲槟州设立全国首个监察院(Ombudsman),专门针对各类有关公务员或公职人员贪污、滥权与舞弊的投诉展开调查、传召、审讯及定罪的工作。
▲通过立法规定所有槟州首席部长、副首席部长、州行政议员、州议员、地方议会领导人与市议员,及槟州立法议会所推选的上议员,每年必须向槟州立法议会申报个人、配偶、家庭成员与近亲的收入与财产。这些人所申报的详情,必须通过宪报对外公布,让民众得以检验其真实性。
▲通过制订资讯自由法令,确保所有公民,包括民间组织与新闻从业员,都有权利向公共资料处获得绝大多数的官方资料,且定时更新官方资料与文献。(牵涉国家安全与公共社会安宁,及外交部、银行业与商业机密文件除外)
▲即起对所有价值1000万令吉以上的工程或供应合约,采取公开招标的作业方式。
5. 槟州利益至上
▲确保槟州政府的权限不会被联邦政府削弱,同时不让联邦政府通过各种理由接管槟州政府的部分权力,包括管理公共交通、水供及固体废料处理的权力。
▲槟州政府拒绝联邦政府通过任何对槟州人民不利的决定,包括调高大道与槟城大桥收费、兴建新的收费大道(槟岛外环公路)、推动人民不利的发展计划,及接管槟州水供的部分权限等。
▲槟州政府应该通过特设的交通基金,还有另行开拓的财务收入来源,尝试向私人公司赎回北海外环公路与槟城大桥的经营权,进而分阶段废除大道与大桥收费。
▲确保槟州的私人发展商与承包商,公平享有投标及推动槟州各类发展计划的优先权。
▲主动招揽外资到槟州投资及设广,不要让联邦政府有机会把外资引到其他州属。
6. 还政予民
▲槟州政府根据联邦宪法规定,恢复州内各地方议会民主选举制度,让人民通过选票投选朝野政党候选人为地方议员,及地方议会的领导人。
▲阻止巫统尝试在来届全国大选之后,通过修改槟州宪法来划分更多让巫统候选人上阵的选区,进而阻止巫统有机会抢走首席部长的宝座。
▲确保人民通过公正党与干净的选举过程,投选贤与能者担任人民代议士,提升州议员及槟州立法议会的辩论素质。
